ROSIA reaches the final phase with two contractors
ROSIA, the European pre-commercial public procurement project for telerehabilitation in remote areas, has successfully entered the third and final phase of the R&D competition with two contractors awarded.
Zaragoza, 20June 2024. ROSIA (Remote Rehabilitation Service for Isolated Areas) has successfully awarded the third phase of the R&D competition for the field testing of two solutions to be validated by three public procurers: Servicio Aragonés de Salud in Spain, Centro Hospitalar e Universitário de Coimbra in Portugal, and the National Rehabilitation Hospital in Ireland.
Rehabilitation in remote areas creates many difficulties for patients and families, is often insufficient, and this situation reduces the quality of life of patients in the long term and may even lead to avoidable disabilities. Existing technologies may be of help, but their integration into the procedures and infrastructure of public health systems makes them impractical. ROSIA targets this unmet need. Through an open platform, that includes a catalogue of apps and services, the contractors are creating an ecosystem of developers to address this need. ROSIA also addresses the organisational change required for the adoption of telerehabilitation, facilitating the implementation of integrated care models.
The awarded solutions to be tested in Phase 3 are:
REHABILIFY is the proposal of a Spanish Consortium Led by the Spanish technology centre Fundació Eurecat, which also involves two other Spanish entities, the SME Doole Health, and the Germans Trias i Pujol research centre (IGTP)
RAISE will be developed by an international consortium Led by the Greek entity CERTH (Centre For Research And Technology Hellas, Ethniko Kentro), which also integrates the Spanish TELEVES, IBV and Vidavo, the Greek Research Committee University Ioannina (UoI) and the Portuguese INESCTEC.
The total budget for this Phase 3 will be €2.367.940,96 (including 21% VAT) to be shared between both contractors.
– Pre-commercial public procurement is a phased R&D competition in which several public administrations define a common unmet need that is not yet covered by the market.
– Phase 1 focused on the detailed design of the solution, phase 2 on the development of the prototype and phase 3 on the validation of the complete solution. The total budget to be distributed between contractors in the three phases was €3.9 million

The project is coordinated by IACS (Instituto Aragonés de Ciencias de la Salud) and supported by eight other entities with complementary profiles: VALDE (Spain), Instituto Pedro Nunes – IPN (Portugal), The International Foundation for Integrated Care – IFIC (The Netherlands), The Decision Group (The Netherlands), Instituto para la Experiencia del Paciente – IEXP (Spain), PPCN Aps (Denmark) and the Municipalities Penela and Soure in Portugal. The three public procurers are: Servicio Aragonés de Salud in Spain, Centro Hospitalar e Universitário de Coimbra in Portugal, and the National Rehabilitation Hospital in Ireland.
